Time lords have 12 times that they can regenerate after that it's game over. But that's the point the master was thought to be out of regenerations.
And if you follow Doctor Who at all and seen the new series the Doctor refered to him self as being the last Time Lord alive. (in The end of the World episode)

Who says that aliens have to look like monsters? Besids since the series was originally started back in 1963 so I'm sure it's easier just to make him look human back then.

Very cool to see! Am looking forward to seeing "Time and Again" get the royal treatment, as it was this fan film that convinced me to make fan films myself! So, if it weren't for this one film, BTR would never have made our own! :)

as to the question why does the doctor look human when the series started in 1963 it was not intended that he was a timelord from the planet gallafria he was just a man who lied in a blue box that was bigger on the inside then on the outisde and his grandaughter was followed home by her teachers and he 'kiddnapped' them and took tehm on many adventures and in those days jhe had no control over where the tardis would go
