is it not possible to have something along the lines of a cam that is driven by the spinning wheel to make the same motions as his hand? Wouldn't it be able to spin itself then? Assuming you could make it in such a way that it was very easily moved by the spinning wheel, otherwise it would require more force to move than spinning would provide.

That would still require the exact same input of energy. And yes, it is greater than what can be extracted from the wheel
