George Tenet the head of the CIA along with most heads of the intelligence agencies throughout the western hemisphere attested to Hussein's possession of WMDs. Because of this combination of not allowing UN investigators in, congressional and popular support, support from "intelligence" agencies, a history of tenuous Iraqi-US relations and the stigma following Sept. 11th you can't possibly allege that the administration is entirely at fault. I realize it's trendy to dislike the Bush administration but seriously make an effort to have an individual thought of your own. Odds are your congress person and senator are as much to blame so don't vote for them
