Shia is not synonymous with Muslim. It's a branch of Islam created by Muslims. Yes, Shia's are Muslim but their practice is a bit different. If it wasn't, then there would be no need to classify one as Shia and one as Sunni. Do not forget that sects are forbidden in Islam. It is explicitly stated in Surah 6, Aayah 159.

I know Allah commanded us not to be sects, but what can we do about it?
