well, he could easily be flesh colored, but then he'd just look like a Nintendo 64 model. if I had to guess, i'd say the addition of polygon animation, blue and synth samples sorta creates a nature of unrealism or something like that.

The dog symbolises the guy that runs off getting young girls pregnant and leaving them then going out and having fun while causing more havoc *Basicly having fun while others suffer* The 2 blue guys chasing the dog as he runs off creating havoc are symbols of Karma i guess and the more havoc he made gave them a bigger trail to follow and eventually it all catches up to him when he runs into the girl he hurt ( 2:36 ) And he ended up beeing tamed and nutured *Basicly punished for his deeds*
